It is never a 16.2 when a boat tries to cross in front of another boats bow, see the TR call book.
This is only a question of 16.1, and in my opinion a dial down, similar to dial ups which happens in every match race prestart.
When starboard bears away, port is already bearing away, but port stops bearing away.
It's very hard to exonerate a boat that is not even trying to keep clear...

A similar situation happened in a race later between the same two boats, and that time port continued to bear away, and all was fine.

Yes it is TR call D2 :
SG is not ..... sailing a course to pass astern of Eupho and rule 16.2 no longer applies
. From the replay SG was not sailing to pass astern indeed when Eupho beared away.
Because the best way to keep clear for SG was to tack and because SG ceased to keep clear in stopping to bear away, he broke rule 10 as the nadeo umpire hailed. SG initailly tried to keep clear in bearing away then ceased very before the contact . Even if SG beared away strongly, the contact would have been unavoidable. So, in my opinion Eupho broke rule 16.1 as also hailed by the vsk umpire.

Please comment
whether 16.1 or 16.2 was broken

TR 2020 10 26 Shuraz vs SoVa
Shuraz-white
SoVa -black

I didn't create new topic.
I think it would be right to compare situations.

This situation is likely also a boat trying to cross in front of another boat, so 16.2 doesn't really apply.
Both boats goes down approximately at the same time, so I would apply only rule 16.1.
When Shuraz goes down, the best way to keep clear for Sova is to continue to go down.
Shuraz gives Sova room to keep clear. No rules broken.
