TR 2020 02 25JieL vs blues R16.2

my opinion - JieL he breaks rule 16.2 by changing his course and forcing Flotation to immediately change his course.
Leo Tolstoy in my years did not write this.

This is not a rules violation. Rule 16.2 does not apply, because the port boats are not about to pass astern of Jiel, but in front.
