At 6:10 ( replay time ) , Ilya gybes from port to starboard into Drao , which tries to avoid contact going behind Ilya but hit him
Ilya should let Drao more time to answer , therefore Ilya broke Rule 15

Ilya makes 2 gybe in 1.5 sec. Drao has no time for reaction.

Ilya has to give Drao room to keep clear, but Drao has to choose the best way to keep clear.
The best way to keep clear in this situation is to bear away, not luff.
By bearing away, Drao would have been able to keep clear, so Ilya gave him room and did not break rule 15.
Drao broke rule 10 and cannot be exonerated.
