Protest against Samuel, he did not take any action to avoid violation of rule 10. Time 12:55, as I began to do tack, at 12:58 I finished it, and only at 13:01 there was contact.

Flowtation broke rule 17.1, as he sailed above proper course without luffing rights.
Ilya broke rule 11. A boat can't be exonerated for breaking rule 11 because another boat is breaking rule 17.1.

Same pen to both boats = status quoe.
Still red winner (Drao/Ilya).

Samuel shall not use more room than necessary, and should have beared away to lift the stern.
Penalty to Samuel for breaking rule 10.

Ilya is breaking rule 24.2.
