Yes, he broke 17, but this is similar to another situation not long ago. Overlap broken by a meter, more than 1 boat length away for a short period of time inside the zone (which means there is no visible 17 in the game until the mark is rounded). As long as the boat does not gain any advantage, I'm not sure if it's a good policy to penalize in this situation. If leeward takes windward out on a journey creating a passing lane, then it's different. I hope we can agree on that policy.
For this case, Sailgood broke 11 in the same situation, so even with 6 points for Don for 17, it would be 6 points for SG for 11.
