Decision on the nationality rule

Some time ago, we e-mailed an admin from each team where we presented the background for the nationality rule and evaluated the first season. Then we asked for their vote on what direction to take for the future.

One third replied with ther votes, and the result is as follows:

No to restrictions on nationality: 37.5%
Blank, undecided or ambigous: 50%
Keep nationality rule: 12.5%

Conclusion:
The nationality rule is removed from SI. However, less than 50% voted for this. As much as 50% were undecided, or most of all ambigous. They liked the idea of the nationality rule, but did see the problems with regards to reveiling cheating.

We need to discuss details about team transfers etc. A new forum is created for team admins to discuss this. One admin per team will have access to this forum. But for now, new multinational teams maybe sign up, and existing teams may take international members on their teams.
