Afonso and Ryh were sailing on port board tack. Afonso tacked, when had almost completed the tack, Ryh bearded hard and there was a big collision. I asked for Px to Ryh (16.1). Situation occurred just after the start.

My Opinion to this Situation.

At Replay Time 2:13.30 Afonso started to Tack at 2:15 he is head to wind ( Rule 13 ) apply. Afonso gives up his right of way
Definition of Right of Way wrote:A boat has right of way when another boat is required to keep clear of her
when he tack, so Richard is not subject to rule 15.
Rule 15 wrote:When a boat acquires right of way, she shall initially give the other boat room to keep clear, unless she acquires right of way because of the other boat's actions.

At 2:15.43 Richard beard down i would say 15 ° degrees. At 2:16.38 Afonso complete his Tack (but is still bearing down) and at 2:16.48 Richard stopped changing Course. So right in this moment where Richard become again a subject to rule 15.

So imo, Afonso should be penalized for breaking Rule 10. And i see no reason for a PX because, Richard had no significant disadvantage.

Sry I dont have the time at the momment). But when you are agree in this thread and nobody else seems interested in this case, you can edit the scoreboard (delete the "protest" there) and we can score the event as soon as we can!

ryh00 broke rule 16.1.
No turns taken.
PX also valid as of making enough turns to have ryh00 behind Afonso.

Winner changed to blue.

Can I ask for short explanation Harald, why 16.1? Afonso didn't even try to keep clear - he beared away and hit me. Is this manouver seemanlike? I didn't change course when I was ROW boat, so why 16.1? Sorry, but I completly don't agree. However, I accept the decision.

It's you who made this situation unseamanlike. If you didn't bear away, he would have had no problems passing behind you. He has full rudder to stb. Reversing rudder to port would make it even more difficult for him to keep clear due to the momentum.

You did not change course while he was ROW boat.
All your course change happened after he passed HTW, which is when you get ROW.
This is why 16.1 is the relevant rule.

You can bear away before he pass HTW. Not after.
There was no doubt in my decision.

Here you can see a collision course, IMO Afo if tacked back would keep clear, or at least try to. Insted he kept bearing and hit me.

you can see that my course indeed changed. I agree with that (I was placing my opinion before watching replay - sorry), however look how much I beared and what Afo is doing. At 2:16:00 I hold steady course. Then the best way to keep clear for Afo is to duck? Why?

I may be wrong of course, but looks like I need to completly change my concept of sailing then;)

PS I don't want to argue with you Harald - don't understand me bad. I just want to discuss, as I completly don't understand the desision. IMO simply I left a lot of room to keep clear, but not to bear away behind me. He could either stop rudder and try to cross, or tack back, there was enough time and room for that. If I steal your time to answer silly questions - sorry.

It's not a silly question. I take the time to solve protests, but unfortunately I don't have time to hold a rules seminar ;).
You didn't think 16.1 applied to you, and I told you why it does... I've also told you that you in these cases have to bear away before the other boat pass HTW. Both rules technically and with regards to boat physics. In addition to that, it's hard for the other boat to see a course change by you while he tacks. There is also reaction time. And boats should not hesitate. Only when it's clear that the other way out is best, he should go the other way. In this case, you made neither way a good way - if you summarize recognition, reaction time and momentum.

If your team racing tactic is to allow the other boat to pass ahead of you rather than behind you, then I think you should re-evaluate your tactics :P. You put everything on one card, while you allready are in a controlling position...
