It doesn't matter, as you won that race anyway.
It's a marginal call, but on my screen from Shuraz replay, I see overlap all the time.
Probably VSK called it clear (due to known bug), and 17 was off for the VSK umpires.

This protest is coming too late to be formally processed (limit is 24 hours).
But informally, I don't agree on 15, because Ilya did not do his best to keep clear (he turned the wrong way, throwing his stern towards Samuel). Ilya took a pen turn after the protest from Samuel.
