downwind there is balder, he must luff. Rule 15 i think not apply because Jiel create overlap when bear down.

Nope, Balder is not luffing Mac.
Jiel is keeping clear as soon as overlapped.

There is no 15.
The first luff by Mac is justified, as he is on a lower course than Balder.
Then Jiel luffs to parallell course with Mac and Jiel continues to luff to increase gap.
While Jiel luffs after parallell, Mac luffs, makes contact and is breaking rule 16.1.
