Upwind finish, downwind approach RRS 18

Upwind finish , downwind approach
Rule 18, 19, 10, 64.1, 11..

At 1 Green calls for yellow to not finish and come back.
Blue (Team Blue) Protested Green (Team Red) for not giving inside room to
pass an obstruction RRS 19.
Yellow (Team Red) argumented that R 18 aplies execept while on a beat to
windward when boats are on a different tack.
So R18 does not apply, and Blue and green shold be penalised on RRS 10
Green (team Red) protested Yellow (also Team Red) for infringing RRS 18.....
(forget about green not knowing who teammates are..)
As the Red team deemes herself to be at fault, she voluntarily accepts a 6pt
penalty and conceeds victory to team blue.
In case of a protest how would a summary of the Umpires / Jury read?

When you described this by text last night, I thought the situation happened at the other end of the finish line...

At the situation as described on the picture, rule 18 applies, because blue and green are not on a beat to windward.
