Sorry for late reply, have been busy. But the parties should normally write on the case themselves too.

Balder Sailgood looks like a clear 11 case. Balder does not luff, even though the boats are becoming too close (immediate contact zone). I guess he thought he was safe seeing a green 12 on his screen, but this is a known bug of VSK. The VSK umpire believe the boats are clear, while they still are slightly overlapped. I have removed the protest and changed the result for this one (race 5). WD Red.

The case between Jimi and Sailgood is less clear. Jimi has ROW until Sailgood is closehauled. After closehauled Jimi shall have room to keep clear. The contact is at the stern, so if Sailgood turned just a little faster, there would be no contact. When Sailgood completes his tack, jimi stops his rotation in order to try to avoid collision, so he is at least trying his best to keep clear. I would say 15 for this one, but it's a case close to the borderline.

The rules speak to do the best to keep clear.
what is better to keep clear?
Imo the best to keep clear for Jim was to continue with a clear course, because, when he luff he close the gape between boats and is him to creat the contact.
He no tack and no continue, but he just luff for close space between boats.
Imo he break rule 16

Yes, but Jimi was ROW, so he didn't have to do his best to keep clear until you were closehauled.
I'm pretty sure there would be no contact if you turned with full rudder.
