Race 3 - TR training 16/04

There is one protest:

1 - Jiel vs Mac at min. of replay 1.47. Imo Jiel broke rule 13.

Not sure Jiel passed head to wind but even he did, he hold his course head to wind when Mac rotating, tacked, became row and changed course. it is a rule 16.1 violation : "When a right-of-way boat changes course, she shall give the other boat room to keep clear.".

Jiel and mac are under rule 13, "If two boats are subject to this rule at the same
time, the one on the other’s port side or the one astern shall keep
clear."

Imo is 13 for Jiel

When Mac begins to tack, Jiel is head to wind. So Mac must keep clear. When Jiel begins to tack he must keep clear and did that in holding his course. When Mac continued and finished his tack he continously changed course and is under rule 16.1 :"When a right-of-way boat changes course, she shall give the other boat room to keep clear.". Simple in my opinion.

This is a clear violaton of 16.1.
The fact that jiel initially turns a little to the right actually makes the gap between them bigger.
