Merci Shura for the vidéo.
At t=21s, Moon infringed 18.2a (not enought room for Jiel to keep clear from Flow)
From t=22s to the contact at t=25s, Flow taking more room than neccessary, didnt keep clear from Jiel and so infringed rule 11.
That is my opinion.

Hi,

Moon does not have to give Jiel room to keep clear of Flow, because Flow is not right of way boat.
Moon only has to give Jiel room to give room to Flow, and he does so.
As you say, Flow is taking more room than necessary (2 boat widths too much), so he is breaking rule 11.
