18.3 only requires Ilya to not force Samuel above close hauled. It's a not a rule that gives you mark room, unless YOU are the inside boat. Samuel broke rule 11 here. Ilya learned this trick the hard way at the previous RPC... You were his team mate in that race (6)

PS! None of the conditions for 18.2 applies.
