Nordic courses - can't use all the blocks

Ive been trying to design a nordic course and am unable to use all the blocks, only 1 of the lighthouse works nothing else, does anyone else have the same problem

You must first add terrain. Then you can add the other blocks on top of the terrrain.

I had exactly the same problem Kennman, until Harald put me right. You also have to ensure that you have enough land mass to accomodate the block, and sometimes check the way the block is facing. Some of them are designed to face seawards on the coast, and they won't drop if facing the wrong way. Blocks are tinted green when they can be deposited, and red when they can't.
