Does anyone know if the itbyc login info will work with TS3? I am not able to get on using TS3.

ts.itbyc.org is (still) a teamspeak 2 server. As far as i know you need a teamspeak 2 client to connect.

Yes TS2 and TS3 are completely incompatible. You will need a TS2 client to connect to the ITBYC server.
In theory there is no difference between theory and practice, but in practice there is.
