Comitte boat hosting mode - manual pens by a non-sailing host

Add the option for the host to act as a virtual comitte boat: Selecting this option puts the host in a small motorized boat capable of rapidly moving around and not colliding with any objects. The view options may be like the ones we have at present.

In case of contact between boats an indication is given on screen (eg. yellow exclamation mark). If a boat flags a protest an indication is given on screen (eg. red flag). The host awards all penalties based on these indicators and his judgement.

To help him the host is able to see two boat length circles, lay-lines and a trail (dotted line) after each boat (indicating course changes).

Until tested the comitte boat hosting mode should be available in match race only. Match racers could then ask a neutral skipper to host and umpire their game.
